Schools have gained more and more authority including the ability to plan, organise and evaluate their own work.

National Council for Education and Development of Human Resources (ESEKAAD) It is an advisory board to the Minister of Education.  It also provides scientific guidance for major issues that concern:

  • The planning of educational policy within the framework of
  • Promoting knowledge
  • Sustainable development
  • Use of human resources’ skills
  • Promotion of employment without restrictions
  • The link between education and the labour market.
Institute of Educational Policy (IEP) Private law entity operating under the supervision of the Ministry of Education, Research and Religious Affairs. It is appointed to provide scientific support to the Ministry acting in public interest. The main focus points are:

  • scientific research and analysis at primary and secondary education level
  • transition from secondary to higher education
  • constant technical support in the planning and implementation of educational policies.

Funding of education

Public schools (Primary, Secondary and Tertiary Education) Primary, Secondary and Higher education are mainly financed directly from public resources, through the Ordinary Budget and the Public Investments Programme, and less so by non-government resources and Households, that is private consuming.

The biggest amount of public funds for education (current expenditure and public investments) is allocated by the central government through transferring of resources to the regional educational authorities or to Municipalities.  The Directors of the regional educational authorities are those responsible for doing the payroll.

In particular, the Ordinary Budget of the Ministry of Education & Religious Affairs covers the costs of the staff occupied in public education, while the schools’ current expenditure is covered by the Budget of the Ministry of Interior Affairs with transfers to local authorities.

The Public Investments Program (PIP) covers fixed capital cost expenses, such as real estate purchase, construction and repair of buildings and facilities, procurement and maintenance of laboratories and equipment.  It also covers preparation and design expenses for new educational programs, scientific research strengthening and in general, support to the overall educational policy.

Procurement Procedure

More information

Public procurement system is uniquely complex with 400 laws, regulations and presidential decrees. Due to it there’s a lack of uniformity creating different concepts and definitions which are also not identical with EU directives.

Awarding authorities have the right to use open, restricted or negotiated procedures with or without publication for notice in case the purchase is below the EU threshold.

In case the procurement of goods, services and work contracts is below 60 000 EUR awarding authorities have the right to choose to use simplified bidding procedures under certain conditions.

The permission for direct award happens is the following cases:

  • below 20 000 EUR in case of State authorities
  • below 15 000 EUR in case of local and regional authorities

 

If a contract exceeds the value of 1 000 000 EUR, the contracting authority has to submit all relevant documents to the Court of Auditors which will check the legality and efficiency of the contract.

The primary procurement organization is the Hellenic Single Procurement Authority

(SPPA) that is responsible for the following tasks:

  • managing central government procurements of works, supplies and services
  • providing policy advice to the legislature
  • providing guidance to awarding authorities on the application of procurement law and regulation
  • authorising the use of special procedures (e.g. negotiated procedure without publication notice)
  • playing a supervisory role through monitoring and evaluating awarding authorities’ decisions for effectiveness and implementing random checks of on-going processes for compliance with the law.

 

General Secretariat for Public Works (GSPW) in the Ministry of Economy, Development and Tourism is responsible for public works procurement and public services contract for public works.

Within the organisation of the Ministry of Economy, Development and Tourism, the General Secretariat of Commerce (GSC) is the owner and coordinator of the e-procurement system in Greece and is responsible for public supplies and services.

The Ministry of Interior and Administrative Reconstruction also has some power in jurisdiction over procurement as it is focused on public organisation and administration matters including the relationship between the State and society. It also coordinates policies regarding the e-governance and administrative reforms.

The Administrative Authority of Public Contracts is responsible for the supervision, control and implementation of tendering processes and conclusions of public contracts, and it controls and ensures the compliance with the Greek and European legislation.

On the local level there are Government Representatives (Secretary Generals of the Region) appointed to examine the decisions made by the local authorities during the awarding process. In case of any irregularity regarding the execution process of a contract, the Body of Inspectors of Public Procurement Works will control the respective contracting authorities.

As regards procurement process in municipalities, every municipality has a dedicated Department of Finance and also a Procurement Office. On the basis of the “Procurement Regulation of Local Authorities”, they are responsible for the implementation and coordination of the public procurement processes in municipalities.
