Expert's Background
Graduated in Economics and with a background that vary from ICT contracts and procurement to innovation management and even competition law, Sara Bedin is actively working in implementing the innovation public procurement strategy in Europe.
She is involved, as PCP and PPI specialist, in several EU actions, involving a network of more than EU 80 public entities established in more than 20 Member States, finalized to create practical impact on the use of innovation and to strengthen forward looking procurement strategies in several fields, including education. As PCP and PPI specialist she’s involved in the EAFIP initiative (European Assistance for Innovation Procurement) and in the EU funded network of National Competence Centres on Innovation Procurement. She has developed a research for EC-DG Connect measuring the impact of PCP across Europe compared to other procurement approaches. In the area of research, she conducted an Europe-wide benchmarking of PCP models (rational, phases, procedures, IPRs management..), as well as a comparative study of the EU versus USA model of PCP in collaboration with the U.S. Small Business Administration – Washington. She has participated in the study team appointed by EC-DG Connect to develop an approach for systematic measuring and benchmarking of the progress across Europe on innovation procurement expenditure and implementation. Sara Bedin has a qualification for teaching in economic and legal matters.
